We've all heard a lot about Congress in this election cycle, but you probably haven't heard a fraction as much about the races for the Pennsylvania General Assembly - and that's a shame, because there are a lot of important issues facing Pennsylvania and many of them involve health care and many of them will be decided by our STATE legislature.

Although the federal health care law seems to be the biggest health care issue in the news, there are important issues right here in PA - we have the second highest medical malpractice premiums in the nation, some of the lowest reimbursements in the nation, ongoing physician recruitment issues, a problem keeping young doctors in Pennsylvania, the Mcare Fund and its two billion dollar unfunded liability, Pennsylvania's participation in the lawsuit against the federal mandate in the Patient Protection and Affordable Care Act (PPACA), and more.

In MANY ways, the vote you cast for your PA state senator and representative will affect your ability to practice medicine and the quality of health care in PA.

I had the opportunity last week to have a conversation with a longtime friend of medicine, PA House Republican Whip Mike Turzai. Rep. Turzai, who has fought long and hard for lawsuit abuse reform and led the fight against the state's unfortunate raid of the Mcare fund, reminded me that Tuesday's election gives us an opportunity to change the direction of PA's health.

One of the major stumbling blocks in the liability reform fight was Gov. Ed Rendell, who not only didn't support significant reform measures that work in other states, but who actually vetoed Joint and Several Liability Reform. And, of course, it was his administration's idea to use "surplus" funds from the Mcare Fund to balance Pennsylvania's budget. Personally, I've always believed that Gov. Rendell's primary goal in "supporting" medical liability reform, including the Mcare Abatement Program, was to look as though he wanted to solve the problem without actually taking any revenue away from his allies in the trial bar.

So while they TELL us the medical liability crisis is over and we have Ed Rendell to thank for it, PA's premiums are still second highest in the nation and PA's doctors are still among the most likely to be sued, whether they've done anything wrong or not. And THAT's why the vast majority of residents and fellows we train here leave the state when they're done.

Rep. Turzai reminded me that there is an excellent possibility that we'll have a Governor who SUPPORTS liability reform in Pennsylvania in 2011 after Tom Corbett wins the gubernatorial election. That's one of the main reasons I support Tom Corbett.

Democrats currently control the PA House 104-99, while Republicans control the PA Senate 30-20. In today's political climate it's likely (although not guaranteed, so be sure to vote on Tuesday!) that Republicans will retain their advantage in the state Senate.

However, it is entirely possible that the Republicans could pick up three or more seats in the PA House, which would shift power in that House to Republicans as well.

Were that to happen, Rep. Turzai told me, with a Governor who actually supports liability reform, it might just be possible to get some legislation passed that will actually HELP Pennsylvania's struggling doctors.

Plus, the fight to repeal the federal health care law will be waged on many fronts, and as Tom Corbett has already put Pennsylvania on record as opposing it, he will need all the help he can get from both houses of the General Assembly to present a united front to protect the health of Pennsylvania's patients.

If doctors and other health care providers throughout Pennsylvania support the Republican candidates for the PA House, especially in currently Democratic controlled districts, we could have the best possible scenario to achieve many of the goals of Pennsylvania's medical community in 2011. There are several "open" seats, as well as many unopposed seats.

(Please be aware that these are MY opinions, and don't reflect the position of any physician or health care advocacy organization.)

So....following is a list of PA Senate and House candidates. Only half of PA's 50 senate seats are up for election this year, but all 203 House seats must be filled.

Please look at this list, and if you agree, please vote for the Republican candidates for state House and Senate who will help to give Rep. Turzai and the rest of the Republican leadership in the PA House and Senate a mandate to work with Governor Corbett to help reduce lawsuit abuse in PA and make sure that Pennsylvania residents aren't harmed by the federal health care bill.

And please pass that information along to everyone you know!

(OK, I have to take a minute here to point out that there are some Democratic members of the state house and senate who often vote for measures important to doctors and patients, in many cases against the desires of their own caucus. I'll make a point of noting that in the candidate listing below. Please know that the ones I note are just the ones of which I'm aware, and there may be others. If so, I apologize in advance for not knowing and would appreciate any information you can provide to set me straight.)

Here's another important thing: if Rep. Turzai becomes the MAJORITY Whip instead of the minority whip, doctors and other health care professionals will know that one of the leaders in the General Assembly has a special understanding of the issues facing Pennsylvania's health care community, as he and his wife, a physician, are a PART of that community. Mike Turzai has a unique perspective and understanding of medical liability and other health care issues that comes from being married to a physician (as I do), and he will work very hard to protect the doctor patient relationship in PA.

Links to some candidates are provided, as well as any special information about the candidate's ties to health care, support from individual physicians or physician organizations, etc.

I don't know enough about every candidate to make recommendations on every race, but I will signify the ones I do know something about, which are open seats, which receive support from select physician political action committees, or about which I've heard specifically from a PA physician, in bold and printed in RED.

Please pass this along to friends, family, colleagues, etc. And please consider making an online donation to one of the candidates you support in order to keep their messages on the air through Election Day tomorrow!

Please make sure to vote on Tuesday, and ask friends, family, employees and colleagues to do the same. And please let them know which candidates YOU support!
